• Assessed and reengineered the HUD’s second largest contract ($1.9 billion dollar procurement) for the management and disposition of foreclosed residential properties.
• Developed Statements of Work, Performance Work Statements, Statements of Objective, Performance Metrics and assisted with the development of independent cost estimates
• Assisted with the development of the comprehensive procurement plan including researching the best contracting vehicle and researching potential contractors

US Marshals Service, Asset Forfeiture Office

• Reviewed contracts and agreements
• Development of Statements of Work and Performance Benchmarks, worked with staff to development Annual Procurement Plan
